Repairing a broken spool in a cassette tape

Is my tape broken? Loose? The tape rewound. while it was rewinding I fell asleep. When I ejected the tape today there's a clear piece sticking out: how do I fix this? Can I just cut it off? Never had this happen before. Advice/links greatly appreciated. : r/VHS
